Toolcit is the first insurance intelligence platform that scores homeowners insurance policies on seven factors — not just price. We believe consumers deserve to know what they're actually getting from their carrier: financial stability, claims quality, agent service, and market commitment.
California's homeowners insurance market is in crisis. Carriers are exiting, rates are surging, and 668,000+ homeowners are on the FAIR Plan with fire-only coverage. Consumers are making decisions based on premium alone — switching carriers to save $400/year without knowing their new carrier has a B financial rating, no local agent, and may stop writing policies next quarter.
Toolcit changes that. We score policies on premium vs. CDI benchmark, carrier market status, AM Best financial strength, agent/distribution model, claims service quality, carrier risk level, and non-renewal risk. A cheaper premium with poor claims service and no agent scores lower than a higher premium with full support. That's the insight no other tool provides.
Toolcit's benchmarks are sourced from the California Department of Insurance SB 824 Residential Property Report (carrier-reported premiums, 2023 reporting year) and the U.S. Treasury Federal Insurance Office (FIO). Carrier ratings come from AM Best. We track 44 carriers across California and maintain an intelligence dashboard with 64+ updates spanning December 2020 to present, including CDI press releases, rate filings, carrier actions, FAIR Plan data, and legislation.
Toolcit was founded by Juan Romo, a 13-year licensed California insurance agent (Lic# 0I21483) who built this platform because he saw firsthand how consumers were being harmed by the information gap in the market. Juan is bilingual (English/Spanish) and operates an insurance agency in Sacramento, California.
